66 in IS-17 means location(measured in degrees) of this satellite in geosynchronus orbit over equator.The orbital slot measured according to longitude of earth over which the satellite positioned.

good update and i telling one good news for my dish tracking friends you have android phone don't very go to market and type as satellites director and install it this software was work great and find azimuth and elevation and you can see satellite in plain sly thanks friend and admin
